State Bank Of India [SBI] — amount debited from account but not credited to beneficiary

On 25.09.17 I tried to pay online as usual using Debit card the BSNL landline bill. An amount of rs.305 has been deducted from my SB account no[protected] but the status showed payment not sent. The transaction ID is JU[protected]. I confirmed with BSNL and the payment not received by them. Please do the needful and the amount may be refunded to my above said account at the earliest.
