State Bank Of India [SBI] — amount debited from bank account sb no [protected] but not credited to the beneficiary

Sir,
I tried to pay the bsnl landline bill online on 25.09.17 using my debit card. At the final stage, after i entered the otp for payment the bill amount of rs 305.00 has been debited from my savings bank account of sbi. But a message that the transaction is denied appeared on the screen. I didn't receive any receipt from bsnl. It clearly indicates that the amount has not been paid to the beneficiary, the bsnl. I confirmed on 25.09.2017 from bsnl that the amount has not been received. The amount has not yet been credited to my account. So i request that action be taken that the amount be refunded at the earliest.
