State Bank Of India [SBI] — Atm annual charges for two debit cards linked to my account [protected]

I was charged an ATM annual fee of 171.75 for a debit card which was supposedly blocked by my branch due to non-functionality due to damage almost two years ago for issuing a fresh debit card. But yesterday, the ATM annual fee was deducted for two debit cards, and upon calling the customer care I was told that there were two Debit cards linked to my account. The branch clearly told me that the previous card was blocked form their end. please help in getting refund!!!
