State Bank Of India [SBI] — charging the fine for non submission of rc copy

I have purchased tuv 300 so i took car loan of rs. 8 lac from sbi mohali phase vii be. On this loan i am paying emi of rs. 13000. At the time of loan procedure, i have not been informed by loan manager about submission of rc book to the bank. And now they have charged fine of rs. 5900 for not submitting rc book. During last 6 months i have not received any intimation mail /sms or call from bank regarding the same and suddenly they charged this, however i've been paying my emi on due date for all the time without defaulting.
I request to take some action get this refunded.
