State Bank Of India [SBI] — Mvisa payment

I had done a payment to Tata sky using mvisa on 21st Nov 2016. The money has been deducted from my account but the merchant has not received it yet. Transaction ID 632608A00016. When I called the customer service Dept they told me to go the home which is not possible because now I live in a different state than by home branch. I am the resident of trilok puri 14 block and there is a atm at 23/231 trilok puri atm id is 727242. all the peoples of colony facing the problem from sbi becaue from 18/11/2016 till date no cash is available in atm and this the wrost experience for me by a bank sbi
