State Bank Of India [SBI] — Passport payment : failed but money was deducted

I was applied through online mode and initiated a payment using andhra bank rupay debit card the amount 1512.75 got debited from the bank account, but the payment status in the passport application portal was failed it's been 12 days, payment has not been refunded to the bank account.
