State Bank Of India [SBI] — transaction declined on irctc app but money debited from my account by the bank.

I was booking a reservation on irctc app today morning. Just after the card details were given there was apop up saying that the bank has declined the transaction.
I thought the money wasn’t debited, so i tried booking again thinking that it might’ve been my fault.. The same declination was repeated by irctc and the money was again debited from my account. How rubbish is this? What kind of a thirdclass service is provided by sbi? I called the sbi helpline 5 times and almost all the calls continued for 20 mins each. When i kept asking them to connect the call to their senior executive they put me on hold for 5-6 mins and then they disconnected the call on their own. What kind of a service is this? The poorest of all the bank services.
