State Bank Of India [SBI] — Unable to withdraw money due to Deactivation of card

I wanted to make an international debit card from this bank. We asked the employees what are the options and so we made one. But i was able to use the card only for maximum of 5 months after which it stopped working. I did write an email for reactivaion of the card to the bank as I study abroad. To which they replied as they had done the job, but I am still not able to withdraw money from the ATM...why ????
I made the card and account only by the guidance of the employees and now that blame it's our fault for not making an NRO account. I have been facing a lot of difficulty because of the deactivation. So, i kindly request your help and support in this matter.
