State Bank Of India [SBI] — unauthorised transaction sanction with otp

I have got an message around 12:17pm on 6th sept.2018. Your account has been debited for 5 times amount of ₹990 through my visa debit card. On asking the bank concern representative they suggested block and go to cyber cell.

I m asking i have set otp mandatory for every merchant payment through online.
Without otps it has been debited from my account.
I request the bank to refund my money.
It's not my fault for my end it's yours as because there big loop hole in otp based merchant payments.
