State Bank Of India [SBI] — unblock of my debit card due to negligence of branch manager pending

The age of banking service with SBI is more than 12 years old. I have send more than 6-7 mails to branch manager but did not received any reply from her/his. If branch manager are bound to reply customer mail it would great to stop the marketing that "48-hour deadline works for ‘unhappy’ customers" I was in London from 1st-Feb-2019 to 28th-Feb-2019. in that I authorized (i.e Hard copy application with my signature and Identity proof and also conveyed over mail marking Branch manager and sis in cc.) my sister to act on my behalf regarding this account during the said time. I have received a debit card ending with 0063 but still unlocked. I have sent many reminder with request to unblock my card. but did not hear anything from Branch manager. when I asked my sis please visit at the branch and ask branch manager to unlock my card, she denied that account holder has to visit the branch. it would be great, if you look at the matter to provide the reason for such unprofessional attitude of the Manager.
