[Resolved]  State Bank of India — surcharge deduction

I Sri, PROLAY KUMAR PAUL every month pay my ELECTRIC BILL by my ATM CARD (MY RSP ACCOUNT NO. [protected]). SIMILARLY I PAY MY ELECTRIC BILL Rs. 1278/- THIS MONTH ON DT. 12/09/2014. BUT surcharge deduction Rs. 10.78 on dt. 17/09/2014. Now my question why surcharge deduction from RSP account. In the RSP account utility bill pay free. But this facility not available, why previous month not deduction
