Tata International — Passport covers quality is very bad and over priced

I was forced to buy the passport covers in passport kendra Bangalore. I was not even told about the price of each. I ended up buying 3 of them.
Today I got them and the quality is not at all good. It is not the worth of the amount that I paid which is 500 + GST for each one of them.

I want them to return and get my refund back.
I had sent an email to you with all the receipt details. Please resolve this ASAP.

I don't understand why they are selling passport covers in the passport office
