Tata International — passport cover not received but money taken

I had passport renewal appointment at the Passport Seva Kendra in Saligramam, Chennai on 5/2/2019 at nine thirty a.m. on reaching there I was given a token number and asked to go to which ever cube showed on the monitor. A lady was at the desk and took my photograph for the renewal of passport and then asked me whether I would be interested in buying a leather cover for my passport and that it would reach me along with the passport. She said they accepted only cash payment and took 450 rupees from me for the same. I did not receive the Passport cover along with the passport like she had said but I received an email from Tata International dating that the passport cover had been dispatched and gave me a tracking number for the consignment. Since I had not received it even by the 12th. February I keyed in the consignment tracking number that they had given me but it said that there were no details found for that consignment number. I then E mailed India Post as they said it was being sent by Speed Post. They in return for back saying that the consignment had not even been booked and once it was booked the tracking details would be available online. I have not received the parcel till date. Kindly help.
