Tata Sky — Getting background noise with TATA SKY DTH

My tata sky customer ID : [protected]I got a Tata sky connection around a month back. Since day 1 there is a static/background noise. I am using TV tuner with my computer screen. Have been using this configuration for past 6 years with multiple cable operators and Airtel DISH and it worked wonderfully.I don't know what is the problem with this Tata sky box.Opened a complaint with customer care # HTW5MOT.They have re-scheduled this 3 times already; no-one visited until yet. Just got some wonderfully well mugged up assurances from bottom to top level management and nothing else. CAN SOMEONE PLEASE HELP ARRANGING A COMPETENT ENGINEER(not someone who comes in and asks me to change my tuner/speaker/computer itself) VISIT MY HOME.
