Tata Sky — *installation persona refused to install the set up box because of some cable people are not allowing*

I ordered the HD TATA sky DTH on[protected] online, and did receive a call from TATA sky regarding the installation of set top box at my place but installation persona refused to install the set up box because of some cable people are not allowing them to do their job. I did call the TATA Sky help line ([protected]) even they told the same. In my building there are 10 flat who are using TATA sky. My question is who are they (Cable people) to stop you do your job.
