Taxi refuse

Today in the afternoon i am going to north city hospital with my mom. My mom is 77 yrs old carrying pacemaker cannot walk properly due to artheritis. I asked the taxi (No.. Wb 04 c0260) driver to take us north city my mother is a patient... Hearing this he told me that he had taken lunch few minutes earlier so now he will take rest and he refused... After 5 mins i asked another taxi (No... Wb-19 c-3346) driver to take us bt he also refused by giving excuse that there will be jam in ultadanga.
I request please do something to stop this 'taxi refusal'
