Below are my electricity bill details:

Due date: 21-nov-2017
I missed to pay the bill before due date and technician came to my colony and switched off the electricity from the meter. Our watchman informed me about this and immediately i made the online payment and shown the receipt to the technician who was in my colony premises that time. I asked him to switch on the meter again, he asked me to give him 75 rupee in the name of disconnection/re-connection. I asked him the receipt he said he cannot give the receipt of this amount. Then i went to electricity office and paid 75 rupees and got the receipt.
Later i had gone through the clause mentioned in regulatory document which says electricity cannot be disconnected without prior notice but in my case it was disconnected without any notice. I have mentioned the respective paragraph from electricity regulatory commission at the end of my complaint.:
Second, what does disconnection mean? Is it the disconnection of the electricity from the electric pole/electricity supply house or just switching of the meter is disconnection? I asked the same question with the person available in the electricity office but they had no answer.
I paid the disconnection fee and asked the technician to restart the electricity and he said by afternoon electric supply will be started. I came home and noticed that just the meter was switched off but not the electricity supply. I then switched it on myself.
1) so, my question is if my electricity supply was not disconnected then why i need to pay disconnection fee.
2) how a technician can just come and switch off the meter without any notification.
Note: the way technician was responding to my queries was very rude and harsh, did not expect such a behavior from a public servant.
I hope my queries will be answered.
Below i have mentioned the clause mentioned in the regulatory commission related to disconnection due to non-payment.
10. Disconnection due to non-payment
Where a consumer neglects to pay the charges or any other amounts due from him to the licensee, by the due date mentioned in the bill, in respect of supply of energy to him, the licensee shall serve a notice immediately to the consumer giving a notice of seven days prior to disconnection of power supply as indicated in para-5 (1) (C) of aperc regulation no.7 (Consumer's right to information). Supply of energy may be restored if the consumer pays all his dues and charges for disconnection and reconnection of supply. Such suspension of supply of energy shall not relieve the consumer of any of his obligations under the provisions of the electricity supply agreement."
