Times Of India — subscription order cancelled but amount not refunded

I paid an amount of rs 756 for toi subscription.
The amount got deducted but after sometime i received an email that the order was cancelled.
I have not received the refund of the amount or no response to my email.

The below mail was sent by times group after money was deducted from my account:

Sorry for inconveniences, your order has not been placed. Your order no. #ts0004030, placed on "15 september 2019".

If order was cancelled then why was the amount deducted not refunded back?
