[Resolved]  Vijaya Bank — housing loan

Dear concern,
I am abdul halim, a resident of rajapukhuri bagisa village in the district of darrang. I am the managing director of a private school. I have two accounts in vijaya bank kharupetia branch and all my personal transactions were done in this two accounts. One day, in the month of february, 18, the then branch manager called me and requested me to take a loan for my school which denied and asked him if he could give me a housing loan for my half completed house. He immediately gave me a list for required documents.
I submitted all the documents immediately after one week, he checked all the documents and asked me to get the classification of land to be changed, it took another two months and lots of money to do the same and i submitted the same as he said. Then he said me to meet the advocate of the bank and to get an noc from her, i met her and gave rs. 4500 as their fees and got the noc after one week, produced the same, then he made some corrections over that and asked me to go again, went, again rs. 3500 as fees and got the same and submitted, then he asked me to get the updated itr file of my guarantor which was not possible at that time because, the updation system was closed. Then i changed my guarantor and went next week, then he said me to go next day with a new photograph of the guarantor, i went next day and on that day he said "your file is ok now, the new manager is joining tomorrow, he will sanction your loan", i was just sitting like a stone. He again said "don't worry, the his first disbursal will be in your name" i came out simply saying ok.
Met the new manager on the day after next day and told him everything, he said "what the new manager said, is up to him, i will check everything once again" and asked me to go after one month. I went after one month and he told me to get the valuation certificate from their valuer, met the valuer and gave rs 10000 as valuation fees, got the valuation, submitted, then he said me to give him rs. 5000 as his transportation cost to visit my school and home. Then i refused the amount and said that i will carry them as i have a car. I took the manager and one of his companion at my home and also my school on his prescribed day. He went my home and told my parents to start the incomplete work immediately as he is transferring the loan amount immediately on the day after next to that day. We were in hurry to complete the work because my parents were going to haj next week. Immediately next day, father called the necessary workers and started the works.
The manager took another one week. Then i asked him whether he will give the loan or not, then he said that he can't give because my cibil was bad. It was the month of july
Now my appeal to this concern is that
1. I submitted all the document including fully filled loan application form where i did mention (Also discussed with them) that i have a car loan about to be ceased, why did they not see the cibil at that time?
2. Why did they harass me both physically and mentally and financially??
3. They compelled me to open account of my father, mother, wife etc at their bank for the sake of the loan. Why???

Amount is debited from my account but amount is not transferred in that account.Its an urgent, Please solve this. Thank you
