Vodafone India — Charges for Downloading | |

I am not at all using internet on my mobile though each month Vodafone charge me Rs 49 as Downloading charges.
If you see each bill data download in KB for all bills is zero.
How come vodafone charge me Rs 49/- each bill, though I am not at all downloading anything from Internet on my phone.
