Vodafone India — Delivery of sim card for mnp connection

Vodafone representatives not provide sim card or just claiming they'll provide soon on address but yet not received.
Present service provider stop my service as per port out request, but due to vodafone sim not delivered in time my no. Is inactive since last 2 days, cause much more loss in terms of time & money.
Also these persons didn't reply when I called them. So till time I dont received sim from Vodafone and I unable to communicate to others in any condition.
Also not get idea when they'll provide me the sim and who is responsible for my financial loss till getting sim to activate service?

Updated by ghadg55 still they were argue like wait for some time we'll give you sim soon. Your sim is with another area representative.
If that not delivered then go in stores.
Why should I suffer for their mistakes?
