Vodafone India — intentional restriction of download speed

In a certain period of time in a day (after 1am at night), the data download sped is more than satisfactory. But rest of the day, the download speed is utterly pathetic.

I feel I am being cheated, Vodafone is intentionally restricting download speed. Resolve ASAP.
