Zomato — did not receive complete refund

I placed an order thrice with a restaurant which declined my order twice and did not deliver the third order at all. Eventually i had to cancel my third order. Zomato support executive assured me a full refund of rs 252 and offered me a "free meal" promo code of rs 50. However, they refunded only rs 202 instead of rs 252. When i complained, they repeatedly gave the same excuse that the remaining amount has been given as a promo code. Is that what zomato means by "free meal" promo code? Not refunding the complete amount and converting the amount paid into a promo code and marking it as a note of apology for my inconvenience? Extremely unprofessional. I want my full refund of rs 252 asap. Its not a matter of rs 50, its a matter of cheating the consumer which is completely unjust.

Zomato charged me full amount for the food and delivered half quantity and in return says apologise for the inconvenience and they will return 207 rupees as a promo code refund
This is totally fraud.
