Airtel — collecting double charges

Hi,
Airtel tele - communications network providers shared me the text message that the tata docomo network were merged in airtel, so all the tata docomo users can collect free airtel 4g sim cards form near by store. But at store they are not giving any free sim cards even they converting the prepaid users to postpaid with some plans. And charging some amount for activation again as airtel user.

Updated by G Harsha vardhan Till now I have not yet received any communication from their side even a calls & mails And complaints. Is that the consumercomplaints is supporting this type of business and Airtel Network or they supporting the people to resolve the issues.
