Airtel — increased monthly charges for validity. of prepaid numbers

I recently noted that whereas airtel was charging rs.23 monthly for 28 days validity with no other benefits the same has been increased to rs.45 monthly with no talk time, sms or data. I feel this is unjust for numbers not in much use.
Also many a times the calls fail are if connected the talks are not very clear and one has to disconnect and call again. Sometimes lord of follow up is required for activation of calls or data

As laid by the government of india that all failed calls would bear a penalty of Re.1 I do not till date find that any network provider is ever crediting this penalty amount to our billing accounts anytime
