Airtel — no incoming and outgoing service

I have done airtel international pack of rs 1199. I am not able to do any phone calls. All incoming and outgoing services are blocked. I called customer care 5 times in 2 days. They said it will be activated within 2 hours. We have some technical issues. One person said just switch off and switch on it will be activated within half an hour. At 3rd day i once again called, person said that you have done wrong recharge, it is not working in nepal. I have seen this pack on airtel official site, in international packs i selected country nepal and then i go ahead and pay through phonepe. Now they said that you have done payment through third party so we can't do anything. I am not able to call anyone, all services are blocked. They don't care about customer. They just want there money anyhow. Please give me refund.
