Airtel — Not even able to browse in unlimited 199 rs plan

I recharged my prepaid mobile with rs. 199 unlimited 2g data plan. It has been just 2 days since my recharge.. it promised that I'll get speed o[censored]pto 40 kbps..but i am just getting 2 or 3 kbps.. i am not even able to browse.. when i called them they said sir you can't download in this plan.. Really?? These guys are so cheater.. they made the 2g scam.. and than they hiked the prices of 2g and there burden came one us.. But still they are not providing speed.. i wasted my 199 rs. They even cut my 15 rs while i was using airtel free one touch internet.
