Airtel — outgoing calls barred in saudi arabia

I am in saudi arabia and i can receive all incoming calls but i am not able to make any outgoing calls. I have activated an international roaming pack of rs 3996 for 30 days. The pack includes a talk time of 500 minutes but i am unable to get any. Whenever i dial a number first a notification pops "airtel:outgoing calls barred" my mobile no. Hi Team,

This mail is w.r.t bad service, Feed up of being a AIRTEL customer I'm facing a network issue from past 5 days no response to my request i had been to airtel store even there i couldn't get any response properly..

I was recharged Rs 18 on 19/01/2018.
But still now message rate cutter is not working.

Please provide solution.
