Airtel — Outgoing calls not working location problem

I had bought an airtel sim back in 2012 in Tamil Nadu. I have been using this sim since then. I currently reside in Dehradun. I am unable to make outgoing calls and I have been facing this issue since 3 months now and then. I am just able to make calls to airtel numbers. And when I try to call airtel customer care number (121), the automated voice speaks in Tamil. Atleast it should be in hindi or in english for all the airtel sim users regardless of the location, so that we could atleast talk to the customer care executive. Very irritated with this problem.
