Airtel Payments Bank — amount debited from my upi linked bank account but credited to airtel payments bank wallet

Ac name is devanshu rangwani...
I just created account on 19 june 2019...
So i tried to put 1700 towards my first transaction through UPI .Transaction UTR P1906191626190471407605
Date 19 june 2019 time 16.26pm
But amount was debited from my bank account (sbi) but was not credited into the wallet..
It has been more than 15 days refund hasnt been issued i tried 200 times to airtel customer care via Twitter...
Phonepay has confirmed that amount was credited to airtel payment bank. Partner bank...
See atttached proofs i had sone police complaint towards fraud.
