Airtel — UPC code cannot be generated as there is contractual obligations with your service provider

I want to port my number to another cellular network provider, when i am trying to generate porting code I am getting below message
"UPC cannot be generated as there is subsisting contractual obligations with your service provider."
It's been two months I have been continuously contacting customer care none of them are able to provide any resolution all they do, they take time to resolve issue with in 72 hours, and giving false assurance to resolve my issue and then they never contact to me, this is extremely disappointing and frustrating for me as those executives have no idea how to resolve my complain, that it is more than two months Airtel is unable to resolve my issue what a shame for company.
All the want to get my UPC code generated so that I can port out.

I want to port my number and am trying from last 2 months and every time i send port message i got this reply

I visited airtel office 2 times and call customer care number many time but there is no solution of my problem

Just 3 weeks ago, when I I received the UPC code to get Port out. But their agent called me and said that your problem will be solved (whatever it is), but they didn't and I agree to them and didn't port out. But it passed many days and not solving the problem and if I try to get new port out request, they just deny to provide me the code
