Airtel — you are not allowed to call this number airtel

When i try to call any number the computer voice says "You are not allowed to call this number " even i have balance and unlimited pack, Income works good tried to change network auto/manual, switch to 2G/3G, looked for call barring services all Ok, restarted with diffrent sim port, try with another feature phone, All got same issue You are not allowed to call this number "
