They say they won't refund my prepaid amount after cancellation

I have been using their services for more than 5 years now and have always paid the fees on time. The bills are prorated(meaning - we pay before we use). Since we are shifting, I called up the customer care and they told me my money for the unused days will not be refunded. As someone who has worked for an internet service provider, this is in no way fair. They charged in advance and won't refund if I cancel? In addition, I also asked the representative(just to confirm their irrational practice) what if I shift my account to some other place within the city?, and he told me there will be an additional charge of Rs 650. So, if I cancel, I lose my money. If I shift, I still lose my money. This company needs to be closed down.

I registered a request with act for a new connection on 4th feb 2020 with a payment of rs 3750.00. Even with the frequent followups on call they failed to send and executive to provide the internet connection. I asked them for a refund and i received an sms stating the the refund has been initiated and resolved on 4th of march 2020 but i haven't received the refund yet. I have been following up with the customer care and it has been the worst experience so far. Every time i call them they ask me to wait for 24hours and no progress. Calls get disconnected when i speak with the executives in between and this cannot be a network problem as it is getting disconnecting only when i speak about refund and ask to transfer the call to the seniors.
