I ordered iPhone from cell buddy and i pay 499 advance after 4 days he cancelled my order and he said your refund we give after 21 days later after 21 days later i call but he doesn’t pickup my phone and not refund my money...

I ordered iPhone SE from cell buddy and paid 13999 INR for product as COD
On 28/12/2020 Monday I got product but its battery was performing very very poor although health was 100%
Also product was not receiving network bars as per expectations
At the same place my iPhone 11 Pro max (which I am using already) was showing full network bars but iPhone SE was only showing one bar and even sometime...
