no refund after cancellation of hotel room

I had the most unfortunate experience of booking through my hotel room n hyderabad through an online hotel booking protal called 'chobs'. On 13th march 2018, i made two to three calls to chobs execute to help me with bookings as i wanted to book a in nagole area of hyderabad but all they kept on saying was, 'mam we cannot do it, you only have to do it online.' i even asked them about the area, but more than attending to my query they were interested in putting the call down as the executive didn't know what to do. Absolutely non-helpful attitude.
Then i booked myself the hotel online. On 14th march 2018 when i arrived at the hotel only then i realised i have booked the wrong one. I tried to reach them through calls no since 9 am but no one picked up before 11 am. They have extremely lousy service. Stranded in a unacquainted city i booked myself another hotel. I again called thm, by 11.30 but the chobs executive even before listening to my grievence just askedme to contact the admin and ignored my complaint.
Then i took the no of admin who when i tried explaining the issue, without even listening to me completely just asked me to mail him. Later i tried calling him twice but no response. When i wrote to mails about with regard to my refund and inconvenience caused to me they easily shifted the entire blame on me, and said we don't have any refund policy. Clearly the service and polices of this company are wonderfully twisted.
Their attitude was highly unprofessional and rude.
I want my refund - as it was only because of the lack of their assistance i ended up booking the wrong hotel. Even if one takes it as a last minute cancellation still company isbound to repay the amount after deducting the cancellation chargers.
Kindly look into the issue and guide me accordingly.
