earnest money returning is unnecessarily delayed more than one and half year!

In short, in 2014 i hurriedly booked the landed because i had the flight to return back to US.
I had 30 days time frame to cancel the deal if something was fishy.
I found out that mauja kasba where the land was offered is objectionable, so I sent the email to EKWMA (east kolkata wetlands management authority).
And got the reply directly from IAS that land is not for personal usage. ( letter attached here).
immediately i cancelled the agreement, and struggling to get the money back from mr. Rajesh Roy, MD Greenview villa pvt LTD. I have shown great patience and dignity in followup for the amount which was supposed to be retuned within 45 Days is due more than 2 years now.
They returned around 3Lacs out of 6L and 3L is still remaining and I keep reminding them every single day.

I am in Singapore Before I come to singapore in last Feb 2015. I book a plot near Rajarhat New Town from GreenView Villa Pvt. Ltd and given an earnest money Rs.495000.00. This was done in hurry and I found that when I checked with a Layer in kolkata. My Layer advised me to not to take the plot and cancel the booking. I have cancelled the booking and GreenView Villa Pvt. Ltd is agreed to refund the earnest money I payed....

Here are you mentioned wrong calculating amount as 3 Lac out of 6 Lac. Please see the attachment, there are clearly mentioned you have due just 1.5 Lac only out of 6 Lac. Please check your bank statement with our details is matched or not? There is a real truth that, we have delay to paid you. We are extremely Sorry for that. But we are already informed it at first, we paid part by part amount to you. And we paid 4.5 Lac already. So, no need to worry. We paid rest of the amount soon. And thanks for keep faith with us.
