Complaint regarding toll on entrance of baddi (kalka-baddi road)

This is regarding the toll at kalka baddi road while entering baddi - Jarnail Singh and Others.
As per HP toll act 1975, section-3, clause no. 6 & schedule -1; the toll token can be taken for a quarter which is written in column 3 of the schedule 1.
But the toll people do not allow anyone to take a token for a quarter and force to pay per day.
I When I asked for the quarter token, the person said that it is taken care by Mr....
