I'm asking for toll pass for more than a month but concerned person is not available on Monday

This is regarding the toll at kalka baddi road while entering baddi - Jarnail Singh and Others. As per HP toll act 1975, section-3, clause no. 6 & schedule -1; the toll token can be taken for a quarter which is written in column 3 of the schedule 1. But the toll people do not allow anyone to take a token for a quarter and force to pay per day. I When I asked for the quarter token, the person said that it is taken care by Mr. Surjeet Singh and he comes only in the evening around 7-8 PM. One another day, one person said that these tokens are only made on the start of the quarter and no one is free to sit there full time to make the quarter token.
