Nios D. El. Ed Teacher Payment - Amount Deducted From Bank A/c. But Status Payment Not Made Complaints & Reviews

Dear sir,
I was filling up form of d. El. Ed. Teacher training and had had made a payment of rs. 4511.8 twice because it was showing that, "your transaction could not be accepted". But both time amount had been deducted and still admission is not concerned. I had tried to call many times to custemer care of nios and other numbers related to nios but no t any no is responding and its service is totally worst.
I am giving the detail below. Kindly solve the matter quickly because as per govt order it is mendentry to admit every untrained teachers till 30.09.17 in d. El. End. Course of nios.

I had made payment for nios d.El.Ed teacher course using credit card 2490 were deducted 1 time from my credit account but still my payment stutus"payment not made".Moreover after payment i was redirected to the page of nios stating very unusual thing-"your transaction could not be accepted due to following reason-transaction succesful" But still my payment status not made.
So that Please Sir, Refund my payment...
