Hello,
I had booked a flat and have got the possession of the flat.
I had borrowed some money from friends and relatives to buy the flat. As I have to pay them back I want to go for mortgage loan against the flat. Banks have asked me for NOC from the builder. When I approached the builder, he asked me for 11000rs. Of which he wont give the receipt also.
I want to know:
Is it legal for him to ask money for NOC?
If yes than how is the amount decided?
Why he is not giving me the receipt?
Where and whom should I approached?

Hi one of my friend had booked a flat in 2004 in mumbai.He got a possession of the flat in Jan, 2009.Now due to deteriorating financial conditions he wants to sale the flat to his relatives, but the builder is not ready to give NOC.(as the society is not formed yet).Builder is demanding Rs.200 per sq.ft. Even the building has not got the OC yet.

What's the solution for this? How should my friend get the NOC from builder without becoming a prey for his excessive demand?

Pls help me out in this...
