Set top box non availability

After handing over set top box as per non usage period, local agency assured that at any time they will hand over when needed.But when demanded for service re -activation with set top box, they simply skipping off by saying non - valid reasons and insisted to make yearly subscription.
This indicates monopoly damination which make irritating sense on such service providers.
One of the worst, no the one and only worst service from Reliance...

Setup Box is faulty on 16th March and logged the complain on 16th March for replace the setup box, Since last 10 days i am following the complain from Reliance Customer care, but i am not getting satisfactory answer.
