Ts Sbtet Complaints & Reviews

First of all i want to complaint about irresponsibility of the ts sbtet in the correction of the papers.
I am the student of c-18 series i am doing diploma in mechanical engineering.
In the 5 sem i got a backlog in refrigeration and air conditioning (18M-505EA) in Which i was full confident.
So i paid 3500/- RS for revaluation to ts sbtet. And i got passed with an increment of 13 marks.
But still i have not got any refund from ts sbtet.
As per there terms and conditions they have clearly written that if we got passed with major difference we will get refunded the amount we paid with in 2 months.
But now its more than 4 months ?
Even i have visited 4 time to the office of ts sbtet for to ask my refund there is no proper response!
Sir please help to get my rights

I have paid the condonation fee through online banking with my debit card the money deducted from my account but the process is failed my pin nbr 17551-ec-202 so refund my money sir.so plz refund the money sir as soon as possible already its passed away one week sir so plz refund my money sir. When I was consulted the bank they are saying to complaint in that website only we are not responsibles.
