Transcript fraud scam

I wanted my transcript from vtu to sent to ncees (National council of examiners for engineering and surveying) and my usn is 1dt11ee018 so i used third party service i. E. Uttarika as my order number is 39592 and its showing false status update as "delivered" on online checking for this and i paid around rs. 11000/- to them for this because i live outside india so i used their service for my transcript which has to sent to ncees (National council of examiners for engineering and surveying) and its been almost 6 months they didn't send anything to ncees and whenever i tried calling them they are making nonsense excuses like (Vtu already sent your transcript to ncees) but when i ask for any proof they just cut my call and stop picking my call and they are lying because i am calling ncees department from last 6 months and they are saying they didn't receive any transcript from them (Uttarika) so there is one guy name karthik (Uttraika representative) giving false assurance from last 6 months you tell us what should i do for this scam because of this i already lost my 1 year exam period and they spoiled my career by passing my application deadline

Need Help in Progress on Transcript Request. Pending over 4 months

I had placed request to get my Transcript from University of Kerala and it is more than 4 months.
The assistance/ communication/followup from Uttarika is very minimal.
Unlike other organization, there is No escalation matrix shared with a customer or given on web or other contact details.
The Employee assigned to my request probably isnt extremely quick and I dont have any option to escalate or talk to another person.
And when you consider that their service charge is high, it feels more disappointing. The case is of no ownership take by the company for the Service that they agreed to do and have taken a good payment for.
I hope someone from the relevant team sees this and I get to move quicker on the above request. Currently I am doing all the followups with University now and hence can see some movement.

Uttarika (https://uttarika.com) charged rs3500 (Order no. 30032) to get the transcript from bangalore university within 4 weeks after payment. It has been more than 60 days that i am following up with them. Every time i get a new excuse from them. They are least bothered about the customer after getting the money. It should be labeled as a fraud company which has intention just to get the money from customers.
