Airtel — Plan not activated - 21/- recharge

This is to inform you that from Jan 2011 I not able to recharge 21/- for
change plan in to 50 paisa. Currently 1 rupee for any call I make.
if i reacharge i am getting following message

For that I raised complain so many times.

The have suggested lot of procedure like send BC to 404 and TM to 202/ 404
