[Resolved] ICICI Bank — POSDEC CHG DEBITED TWICE ON 20th JULY 2012 WITHOUT THE CARD BEING USED

My name is Sayak and I'm holding a salary in ICICI bank for the past 8 years. I just saw today when I checked my account online, that twice I have been charged POSDEC CHG of Rs. 28.09 each on July 20th 2012 and the description says:
POSDEC CHG/04-06-12/3345/25ST3

I need an explanation as to what this charge means and why (if at all is valid) charged after 1 and half months.

years. I just saw today when I checked my account online, that twice I
have been charged POSDEC CHG of Rs. 29.50(25+2.25+2.25) each on July 31st 2017 and the
description says:
POSDEC CHG /08-06-17/8316

I need an explanation as to what this charge means and why (if at all is valid) charged after 1 and half months
