ICICIcredit Card — New Card not Issued

On my ICICI bank credit card, there was a payment due of around 7000 Rs and by mistake I did douple paymet for the same. Unfortunately my card got lost after that and got that blocked by calling ICICI customer card. The customer care guy assured me to issue a new card within one week which actually never happened and inturn I could never recover my 7000 Rs excess payment.

I called customer care couple of times after that and sent mails to ICICI support mail ID but never got a reply. I am planning to drop a mail to RBI and go to consumer court as well.
Please guide.
