I did experience a similar issue, when the khalashi, the person who load the bike demanded a whooping to 300 rupees against a parcel charge of 931 rupees.
His reason was, this is bullet and they don't get payed by railways.
He did not listen to my request and when I asked a rpf constable, whether I can push the bike myself to the required platform so that the khalashi won't charge me that much, he denied and said that, the khalashibhas to do that as he has been appointed by railways to do so and if I carrybit, railways won't be responsible for any damage. I hopelessly finally paid 100 rupees and also had to push the bike from back, while the khalashi was holding the handle bar.
The clerk who booked my bike, himself told me to pay the khalashi something.
By the way, the khalashi isn't one person but a group who load and unload luggage and parcels.

Indian Railways — Regarding Bike Delivery (Need BRIBE to load bike in train)
My name is Nitin Rakshiye. I am basically from Chandrapur Maharashtra and currently working in Bangalore..I have given my bike ( MH 34- P 8073) for parcel in Ballarshah Railway station on Date 21/08/2010 and as per the instruction of the railway employee I have given my bike for luggage instead of Parcel. The receipt number for my luggage is 803712.
When I booked the bike for delivery the railway employee said me that " you will get your bike within 3 days " still i am waiting for my bike. When my father and brother went for asking situation of bike they found that the bike is standing outside the luggage division and no one is there to take care. When my father and brother asked them about this then they were asking for "BRIBE" to load the bike in train.
Still I am waiting for loading of my bike and as per their instruction until and unless we not give bribe they will not load the bike.
Is this a way by which Indian Railway is getting profit? and what is the use of keeping employees like this?
My kind request to you is that please look into this matter at the earliest.
I have also attached the booking slip.
