Respected Sir,
My name is Dr. Rahul Gupta. I have retired from Indian Air Force after serving for seven years as “Medical Officer”. I am presently pursuing post-graduation from Command Hospital, Bengaluru. I went to my native place Kanpur for some personal work earlier this month. I had book my return ticket through my Online IRCTC account, in RAJDHANI EXPRESS (22694), scheduled at 01:20 with a waiting list number RLWL10/RLWL50000 from Jhansi. I went to enquiry counter at Jhansi Station, thrice to enquire about my status, but there was no one on the counter. I also checked up station reservation chart but no information was displayed. Finally when the train arrived, I started looking for the Ticket Examiner. As I was travelling alone, I stepped inside the coach with my luggage to talk to the Ticket Examiner regarding the status of my ticket. I approached him firmly, seeing he was already in conversation with some other passenger. Meanwhile the train started moving, (the above mentioned train halts for 5-7 minutes on Jhansi station). I showed him my ticket again for which he checked into his chart and replied that my ticket status is wait list 1, and my ticket is not confirmed. Before I could say anything, he snatched my ticket from my hand. I asked him to return the same but he refused to do so, by saying that at the present moment I was technically without ticket, as the train had already departed from the Jhansi station. I requested him to accommodate me by providing me a new ticket, if possible. But he behaved very rudely and demanded for Rs.2000/- . I asked him, whether he is going to issue me a new ticket for the amount so asked by him. But he refused to it and threatened, to hand me over to the Railway Police if I failed to pay him the asked amount. I objected to pay him the money, to which he replied that he should better hand me over to the Railway Police Force and let me pay the fine of Rs. 4200. As an ordinary man of prudence and dignity I requested him not to do so, but he was irritated with my objection to pay him Rs.2000/- as bribe. He humiliated and insulted me at a public place. I would like to quote his words here “you stupid uneducated North-Indian, tere ko dimag nahi hai, kahin ka..teri aukaat yahin toilet k paas khade rehne ki hai”.
Despite of getting humiliated, I had no other option left except bearing this high-headed man. As I never wanted to land up in any trouble, I tried to calm him down by approaching him again. He denied talking to me by saying now I have to suffer the consequences of rejecting him to pay Rs. 2000 as he had informed the Railway Police Force, Bhopal. I maintained my calm. On reaching Bhopal, he called railway staffs along with two Police men. In his conversation with the railway staff one of them asked him if I could be accommodated in the same train after paying the Penalty of Rs. 4200 for which the Ticket examiner replied that he had no place in his train for people like me. The railway staff took me to the Railway Police Station where I was treated very badly. I paid up the fine of Rs.4200, and hence I was released.
Every man has a right to have his reputation preserved inviolate. This right of reputation is acknowledged as an inherent personal right of every person, as part of the right of personal security. Indeed if we reflect on the degree of suffering occasioned by loss of reputation, and compare it with that occasioned by loss of property, the amount of former injury far exceeds that of latter. The statement made by the ticket examiner for me were very discourteous, unpleasant and wounding. He made regionalist remarks on me, which were offensive and attacking. If a person of my standing has faced all these, I can imagine how would have he treated people with limited resources. He was not wearing his name tag; on asking his name he denied to reveal it, stating I can file a complaint against him wherever I want as it would not affect him in anyway and he hardly cared for it. This shows his disrespect for our legal system.
Therefore, I request on a humble note to acknowledge my complaint and address my grievance on a serious pattern and assure me that this kind of incident will not be repeated either with me or anybody else in future. I further request you to inform me of the actions taken against Ticket Examiner for his indecent behaviour.

Indian Railway — Non issuing of ticket
I purchased a ticket for Patna to Gomoh on 30/06/2008 and intended to travel by AC Chair car on 8603 UP. The seat availability on internet showed 23 seats were available. As the chart was prepared I visited the TTE room on Platform No 1 at Patna Junction Railway station. But the TTE on duty simply refused to provide me reservation. He said that there is no such system of providing reservation at the last moment, but I observed that he was booking tickets for other fellow passengers.
