Irctc — forgot user id and password

I have made an e-reservation today. PNR no.[protected]. While booking for 3 o[censored]s together, 2 o[censored]s got confirmed ticket/reservation. Obiviously if the reservation seats are over with this, the third member of my group should have been WL-1. To my surprise, it is shown as WL-14. I donot understand the logic of this. Please have a look into this and let me know.

I have tried to register to IRCTC website for booking ticket. What is rule number 503 . Please inform the details since whenever I book tickets online in tatkal it appears 503 rule not permittable and hence my efforts to book tickets on line is not materialised.
