Sub – Discrepancy in the fixation of my Pension in the revised pay – scale of 6th pay commission recommendation implemented by finance Department, Government of Jharkhand Resolution No 660/F, Dated 28/02/2009.

I find that pension of July 2009 credited in my SB/AC is a total of Rs. 18022.00 (which appears as basic pension Of Rs. 14690.00 + D.A. 3232 + M.A. 100) This shows my basic pension has been fixed at Rs. 14 690.00 only. w.e.f. 01.01.06. In this connection I want to draw yours attention to the following facts :-
1. I retired as professor of ophthalmology, Rajendra Medical College and Hospital, Ranchi ( Now RIMS) in the A.N. of 28th February 1990.
I joined Bihar Medical Service on F.N . of 01st Jan 1960. Vide Govt. letter No. II – B2 – 2-6/59- 36440, D/ 12.12.59. (gazette notification 37359 of 18th Dec.1959). Hence my Government Service in from 01.01.1960 (FN) to 28.2.90. (AN) ie, 30 years 2 months. I am receiving pensioner from 1st March 1990. The last pay drawn by me was Rs. 5500.00. Total pay 4250.00 +CLA 1190 + MA 40 + City Allowance 20.00) and Pension at that time fixed was 2015 . 00 w.e.f. 1.3.90. (copy attached) of pension book and A.G. letter No. pen. II ST. (91-92) – 3373- D/25-9-91.
2. That before the present fixation of pay I was drawing total pension of Rs. 4177.00. (Pension 2332.00 and family pension of 1575.00 vide A.G. letter No. Pen.[protected].D/23.12.98. (Photocopy attached) As per Pass Book SBI RMCC Ranchi total pension paid in 1977.was Rs. 4177.00. Revised scale of pay commission recommendation w.e.f.01.04.97 was Rs. 14 300 to 18 300.
3. The finance department Government of Jharkhand Resolution no. 660/f, dated 28.02.2009, published in Jharkhand Gazette Extraordinary has clearly indicated the revised pay structure of professor of Medical College on page 77 and 78. (serial 14) as detailed below.

4. Further in Annexure I, page 139, 140 & 141.
(a) In serial No 26 (page 140) it has been clearly indicated in column -8 that the pension shall be Rs. 23050.00 (Twenty three thousand fifty only) and family pension Rs. 13 830.00 (Thirteen thousand eight hundred thirty only) in the scale granted to professor of Medical Colleges, as in para 3 above.
(b) In note 1, that revised pension of those who retired after completing maximum required qualifying service (ie, 33years) before 01.01.2006. Cannot be less than the pension indicated in column 8 above (ie, 50%of the sum of minimum of pay Band and grade pay/ scale corresponding to the scale of Pensioners held at the time of their retirement). The Pension in column 8 above will be reduced to Pro-rata when the pensioner has less than max. required qualifying service i.e, 33yrs for full pension as per rule 49 of CSS pension rule - 1972 as applicable on 01.01.2006.
5. That computation of pension (Page 144 of notification) only part A has been taken in account and part B has been ignored; according to which my pension should be Rs. 20, 954.00 as I have service of 30 yrs 2 months only.That on Page 9, of the gazette notification in Para (b) Medical Allowance @Rs. 300.00 p.m. will be admissible to the state Government employees, w.e.f. 01/09/2008 which has not been complied with.
As stated above, I am entitled to a basic pension of Rs. 20, 954.00 (Twenty Thousand nine hundred fifty four only) which may please be paid to me along with corresponding D.A. and medical allowances accruing as arrears.

I have also not received Pension arrear w.e.f. 1st October, 2006 to 31.5.2009. My PPO No. is IARI/2855/06-07 and my accunt is in State Bank of India, National Seeds Corporation, New Delhi. Although the behaviour of Banks authorities is good, but they say that they are helpless in preparation of arrears. Thay told me that it is not in their hands to prepare arrears and deposit in my account. They told me that as soon as it is received from Chandni Chock branch, they will deposit in my account.

Sub.—Revision of my Pension of PPO No.-ICAR/CAZRI/PENSION-3/602/2009/2010 and pension A/C no. [protected] in SBI Krishna Nagar, Bharatpur, which is in pending since more than 3 months.Dear Sir,
I have to bring to your kind notice that my revised PPO No. ICAR/CAZRI/PENSION-3/602/2009/2010 dated-8th September, 2009 was recieved on 15th September, in SBI Krishna Nagar, Bharatpr (Copy enclosed for ready reference) as per 6th CPC. The same was send to AGM, CPPC Chandani chowk New Delhi for necessary revision in my pension A/C no. [protected] on 17th Sepember, 2009 by the Branch manager SBI Krishna Nagar, Bharatpur as told by the Manager.. But till date neither my pension has been revised nor the arrears have been paid so far despite of repeated requests by bank and myself (Copies enclosed). My arrears to be paid up to Dec. 2009 are Rs.325099 and monthly pension to be increased on today’s date is Rs.9955/- as per my calculations (Due drawn statement enclosed). Due to not getting my revised pension and arrears I am in great financial loss and mental tension, whereas all my colleges have got the same. Further I may mention here that I have taken loan from RIICO on which I am already paying interest. It is therefore requested to please get my payment along with up to date interest done at the earliest.

I retired as a Honoray Lt after putting of 29 years 3 month service in the Army. As per the Govt of india Min of Def letter No 17(4)/2008(1)/D/Policy) dated 11 Nov 2008, my pension is required to be fixed @ Rs 13500/- per month from Sep 2008 but inspite of my request SBI Ballia has not yet fixed my pension. Not only SBI Ballia has paid me total Rs 66, 932/- towards arrear. I have already handed over govt letter personally to the Bank but they are not ready to listen any thing. Kindly look into matter and direct the SBI Ballia to do the needful. Please confirm the action taken by your end please.

I have sent copies of the resolution number of times directly to you and through SBI New Colony Gurgaon also. The Govt. Resolution is available on the website of Govt. of Maharashtra ie. ' www.maharashtra.gov.in' and its computer code no. is[protected], and it is implemented with effect from 1-1-2006. Ready reckoner is attached with the Govt. Resolution and you have been authorised to pay me revised pension as per Para 5 of the same resolution. Dear Sir,I retired on[protected]. My PPO number is[protected].As per PPO my pension from[protected] has been fixed as Rs 21480 per month ( after commutation ) with dearness relief on Rs 33800. But State Bank of India ( BSR code =0002219 ), Kalpakkam branch is paying Rs 2000 less everymonth to me from[protected] onwards. This time it was received by SBI AGARTALA MAIN BRANCH H.G.B ROAD on 14/11/2009, and was repotedly processed and forwarded to SBI GWAHATI for approval.In spite of that I have not received pension for 2009 and not receiving pension even in 2010.
Sir, I had been a Headmaster of H.S SCHOOL and not engaged in any job snice retirement.Iam an old man of about 79 years and suffering from perkinson's disease, a crippling neurilogical disease.Despite my in capacity I have visited SBI KALYANI and my son has visited SBI AGARTALA MAIN BRANCH H.G.B ROAD many times to get my pension regularised.In spite of all possible efforts my pension is not being disbursed due to unknown reason.
I will be highly obliged if you kindly look into this matter and get my pension disbursed at the earliest and save me from mental and financial agony.

Dear Respected sir
Despite my applications dated 06/02, 06/03, 09/04, 07/05, 03/06, 16/06, 03/07, 17/08 & 07/09/09 to SBI Haldwani and acceptance of my complaint I am receiving less Rs 2484=00 from January 2009 onward.This happened due to excess payment of Rs 2484=00 in the month of November 2008. This amount was recovered from pension for December 2008 but my pension was not updated from January 2009.
May I humbly request to your good office to look into the matter and update my pension to Rs 9500=00 and pay arrear of Rs 24, 840=00 from January 2009 to October 2009 and 60% arrear i.e 29, 135=00
