[Resolved]  Vodafone — Non Acceptance of Letter at their office

I was on roaming service at Mumbai . My connection is from Vodafone, Kolkata.
The connection was working fine till 24rth Feb 2011 early morning. Since 6 am on wards the connection was getting disrupted and the sign of SOS was coming at the place where the strength of signal indicates.
My connection is on Blackberry and all services like GPRS, Mail etc are activated.
The signal was not there and intermittently the lines were getting out of range.
Being in Business my Email and Blackberry chat services were disrupted and the call were getting failed. Since i was on short visit to Mumbai being out of communication was disgusting.
I called up Vodafone help line [protected] from another land line (this is chargable) at about 9 am. I was told that this is Helpline for Mumbai nos only and since i am from Vodafone Kolkata i need to call up Kolkata help line [protected] to address my problem. I called Kolkata help line ( paying STD charges) and was told that all sevices are active and there is no problem from Vodafone , Kolkata side. I was suggested to once remove the SIM card and again place it, and even than if the problem persists, to go to the nearest Vodafone store.
As the problem was not solved even after reputing the SIM i went to Vodafone store at Goregaon . I was told that since they do not have Kolkata card i need to go to Vodafone HeadOffice at Lower Parel. Goregaon branch regretted their inability as they do not have any system to access the Kolkata nos. I pointed to them that if they accept Payment for any roaming no including my Kolkata no than at least they accept my complain over there. The store at Goregaon refused. Since lower parel was far off i requested Goregaon office to accept my written letter.
The staff flatly refused to accept the letter and said they do not have any authority. They started talking in circastic manner and suggested that if i want to give the letter the the Police Station is opposit side and i should give it there.
I had to lodge a Police Complaint, FIR No 616 under Sec 155 .
My question is :
1. If a complaint is given why any Acknowlegement is not given to the subscriber.
2. Does this practice is followed by all Telecommunication cos and specially with Vodafone.
3. How TRAI / DOT can be requested to give guide lines as to what is the procedure to lodge a complaint.
